Congratulations...what course did she apply for? Did the online portal decision change from pending dept/faculty review to returned pending final review? Before she was accepted?
No, she needs the unconditional letter to apply for visa
The person can choose to send the requested documents now or upon entering Canada. According to what I know, it doesn't affect your visa processing since these are documents that are easily accesed even by th CIC when doing academic background checks. But in order to speed up the visa application process and to play safe, I suggest, the person mails these documents to University of Regina if he or she can. It will take approximately a week to get an unconditional letter of acceptance.

I have applied for 2018 fall undergraduate intake. I have received the conditional offer letter and I've also used that for my visa application. i have also completed all the requirements asked by them. How long will it take to get the unconditional, final offer letter?
