My CEC PR application was refused, and I am trying to create a new Express Entry profile. However, I receive the error: "You already have an in-progress application."
I would appreciate your urgent assistance, as this issue is preventing me from re-entering the Express Entry pool.

This is a common issue after a refusal. The system still sees your old application as "in progress" even though it was refused. You usually need to wait for IRCC to formally close it on their end, which can take a few days to a couple of weeks after the refusal letter.
If it's been more than a couple of weeks, try contacting IRCC through the web form and ask them to close the previous application so you can submit a new profile. Some people have also had luck using the IRCC call centre to get it resolved faster. Make sure you have your UCI number and refusal letter details ready when you reach out.
