It is really hard if her ties in Canada are strong. But when your daughter applied for the TRV did she attach documents about your husband's condition, medical certificate and all?
She'll be 16 in November, she is my niece but as we don't have our own children so we adopted her when we came to Canada I left her with my mother but last year my mother expired and there was no one to take care of her so i ask my sister to keep her with her as its difficult to trust everyone. I've submitted all the medical documents of my husband from the hospital. Please guide me what to do, she is studying in Pakistan in Grade 10 and we want her to finish her study there so she will go back
We have Guardianship certificate from Family Court of Pakistan and also registered her in NADRA

Its been 9 years that we are trying if we have wrong intentions and want adoption of convenience thing why we have waited for so long. Its really hard for us we wanted to give her good life but unfortunately we are still alone after all the efforts. Don't know what to do.
But you can't adopt your sister's daughter to give her "good life". That's the exact definition of an adoption of convenience.
Agree with above. It is the very definition of an Adoption of Convenience. You are trying to give your niece a better life, not become her parents.
Unfortunately it's generally very challenging for younger people to obtain a TRV since it's difficult for them to show any real ties to their home country.
Your only option is to reapply and show stronger ties to her home country. You will want to show that she is attending school now and that she will return to school after her trip to Canada. If she has to pay tuition to attend school, you will want to show that her tuition payments have been paid for the next 1-2 terms. You will also want to keep her trip to Canada short (e.g. 2 weeks). You'll also want to avoid showing that she has strong ties to Canada since this increases IRCC's concerns that she has plans to remain in Canada long term. You should not include the guardianship papers or say that she is like your adopted daughter. All this will do is guarantee another refusal. Again, your focus should be on showing very very strong ties to her home country and keeping her trip to Canada very short.
