From all the information that we have, yes. You could check with CBSA if you wish.

Just wanted to share my experience. I was able to board the commercial flight to Canada using the old PR card without any issue. On entry, I was asked about my RO and was told that my old PR card (the one I was traveling with) has been deactivated. Told them that I am here to pick up new card in the mailbox, and they let me go. Thanks again!
