i travelled to uganda 2 years ago with travel document from canada for a sick family member ,and then shortly my travel document got stolen ,i want to go back to Canada but i dont have any travel document or any other passport.what can i do to reenter Canada? Can i have a prtd without a passport? Please help me!!

You need to apply for a Refugee Travel Document to return to Canada.

You will need both a replacement refugee travel document and a PRTD in that case I believe.
Do you meet the PR residency requirement? Have you lived in Canada for at least 2 out of the last 5 years?
I have no idea. This is not a common problem. You should contact the closet embassy or consulate in East Africa and ask for help. Did you report that your PR card and RTD had been stolen and also file a police report? You were supposed to do that so the document couldn't be used fraudulently and you will likely need a police report. If you became a PR in July 29th 2013 and spent 2 years in Canada you wouldn't meet your RO. When did you leave Canada?
