Sorry, but your question has no answer as these requirements are usually country specific. For instance, I sent my degree from Russian Federation and picked WES as they did not require transcripts to be sent by my University. I had to make an apostille instead. But for other countries their requirements may differ.

You require degree assessment and evaluation not a transcript evaluation.
For certain countries, Designated credential assessment organizations request for transcript as additional document to evaluate but it is your degree which need to be assessed and required by CIC.
