Anyone resent photos in March have PR Card already ? I landed jan 12th, resent photos March 16th

landed 22 jan
photo request april
photo sent 15 april
nothing till now

After landing, does CIC always require photos?? I thought they were going to use that ones that we sent with the passports

I called CIC and was told that they had sent e-mail for photo resubmit and received mail as well.
