You have clearly been scammed and lied to. There's no way IRCC sent you a letter asking you to buy ticket, book accommodation etc.
Also, don't expect your visa to be approved anytime soon (even if you pass eligibility and admissibility requirements). Canada is not allowing tourists in who are not immediate family of citizen, PR or TR. They are not even processing visiting visas unless you receive exemption/travel authorisation beforehand.
