Please advise, if your family size has changed during 3 years before the application, the minimum necessary income criteria should be met for each year depending on the family size for that year or it should meet the income criteria as of the family size at the time of application?

Background Check is primarily done on the sponsored persons and their dependents, not the sponsor. CIC won't call your mom to verify your info. If they need to do it (which is unlikely at PR processing stage); they can do it within Canada by contacting local police, RCMP, CBSA, CSIS etc.

Few things that CIC would normally verify during Background Check on PR Applicants:
  • Name check with various database
  • Travel history
  • Personal history (work, live, travel)
  • Police clearance report
  • Criminal history (breaking laws, ongoing investigation etc.)

During the check. the following things may trigger red flags and thus prolong the processing:
  • Any name match with certain blacklisted individual from various database
  • Frequent travel & prolonged stay in 'certain' countries
  • Past working in law-enforcement agencies
  • Any involvement in 'certain' organizations
  • Any violation/deportation in admission to other countries
  • Found guilty on crime/violation of any law

Thank you so much for your reply! does this mean the less visits outside the home country the better? my parents have almost a blank passport, do they need to make some travel records now?

The less travel, the better for BG Check. It's not TRV.

It's family size at the time of application.

So you need to take your current family size including your parents - and then have to meet LICO for that family size for 2013, 2014 and 2015 to apply in 2017.

Your are right, I just checked my credit card previous statements. The initial payment to CPC-M was charged 18-Jan-2016. Sorry I forgot completely this info.
I did an update on the row 10 in new entry sheet with the correct date and I added a note on the RPRF paiement date (21-July-2016). Please update.

i really doubt on that note, expecting the family count as of today(applying date) for last 3 years, expecting for the future income is possible
example, i am single, i am pgp2016
2012 - i am single, so my family size is myself + dad+mom = 3
2013 - i am single, so my family size is myself + dad+mom = 3
2014 - i am single, so my family size is myself + dad+mom = 3

Now my application is in process and if for next 2 years it takes to process, then CIC asks

2015 - i am single, so my family size is myself + dad+mom = 3
2016 - i am single, so my family size is myself + dad+mom = 3
2017 - if i am married, then my family is 4, then my income category should meet 4 for 2017, and its practical that my spouse supports me on the income, which can meet the LICO table
2018 - i got twins, then it becomes 6
2019 - CIC asks for income proof, so for 2018, i should meet the income category 6, NOT for all the years from 2012

and this same logic should apply at the time of applying in 2016

'NOT' was missed

So I called CIC today and got a wonderful girl who was extremely helpful.

However, she told me that parents who have spent time in Canada, even over 6 months, do NOT require police clearance from Canada unless specifically mentioned/requested by CIC.
For all other countries where total time is over 6 months we need police clearance.

What is forum's opinion on this?

My mother is currently in Canada, LVO is in Paris. All the required documents have already been transmitted, the medical visit is made as well as the RPRF payment. The status in the Ecas is "in process" (Medical results have been received).
My question is: If she receives the PPR, must she return to her country to have the PR visa? Or, can she get her PR visa here in Canada?

The bold section is not true. CIC isn't that dumb.

If your family size increases during processing (after application submission), then CIC may ask for latest NOA to see if you still meet the income requirements for increased family size. They wouldn't reject you as a sponsor if you didn't meet MNI from the initially submitted NOA for the newly increased family.

We are in the same boat. I just received CSQ last week, and I sent a copy by Email to CIC right away. I hope they can do something if they got the email. :D ;D
