a. Did you submit a bank certificate and/or an account statement when you applied for the PRV as a supporting document for economic classes form.how important it is to?
Yes. See here: http://www.canadavisa.com/canada-immigration-discussion-board/timeline-for-filipinos-submitted-pnppr-applctions-at-cio-t93206.0.html;msg3259167#msg3259167
Actually it is not proof of funds that is needed - it is more of settlement funds available. The bank statement is just to show that what you have declared is true. For all intents and purposes, it shows you have funds available that you can use for your reloaction and resettlement in Canada.

b. i was nominated under noc. 4131 college and other vocational instructors kasi clinical instructor ako nung nagapply ako pero nurse nako ngayon overseas. Dun sa generic application form, current and intended occupation, nurse naba ilalagay ko? Would it not conflict with that written in our approval letter na namoninate ako dahil sa experience ko sa academe?
It should not - IF you present proof of progression in your career. This you can specify in your personal history/work history/background - specify when you were a clinical instructor - from when until what date, then specify when you became a nurse, until now (current). Include proof of employment as a clinical instructor, and as a nurse (get letters of employment). This way, CIC will see at the time of application for nomination - the requirements were met, and at the time of filing of the federal part of the application, the information on the applicant is current.

What it shows at most - is continued education and upward progression. Both may be regulated occupations in Canada, and the skill-sets are in high-demand, so moving from one to the other should not impact the application - the NOC is not anymore relevant when you get your PR . Note - make sure you are making plans for entering the regulated profession (i.e. having your education credentials assessed, having plans for bridge courses/licensing exams) - it may be asked down the line.
