Depends. For first-time immigrants - lenient ang CBSA. If madami kayong dala, a B4 form will help, but sometimes optional na lang ang B4 form kasi meron naman customs declaration form na ibibigay sa flight mo which can be used also. The important thing to note is - this is a "truth test" - so advice is to declare everything when in doubt. As I said, lenient ang CBSA for first-time immigrants.

Pwede naman magdala ng packaging tape, as long as nasa check-in luggage yan.
Hindi na naman titingnan at pabubuksan ang mga baggage unless:
1. Madaanan ka ng sniffing dogs as me naamoy ang aso sa mga bagahe mo
2. Dumaan ang CBSA at randomly nag-sabi na i-swap ang edges ng bagahe mo to check for emissions
Kung me naamoy naman ang aso (usually meat products etc. for us PHs
) - hahanapin ng CBSA officer ang customs form mo at titingnan kung nag-declare ka. If not - papupuntahin ka sa secondary inspection at dun bubuksan ang laman ng bagahe mo. Note mahirap magkaroon ng hit sa sniffing dogs kasi walang indication kung ano ang naamoy, kaya it may range from - prohibited substances like drugs etc. or items that need to be declared. Ang CBSA at secondary inspection will be much thorough.
Kung nag-declare ka naman, dadaan ka sa queue ng "Items to Declare" where option ng CBSA to have the luggage opened if me doubt or tatanungin ka.
Dun naman sa random swabbing, yung CBSA officer will swap a cloth/fiber piece around the edges ng bagahe, handles and tags, and use a scanner to check if emissions detect traces of prohibited items. Random ito. If the scanner turns red, likely secondary inspection ka papupuntahin at papbubuksan ang bagahe.
So the advise if - DECLARE. It is your first "truth test" in landing and with leniency to first-time immigrants, mas malaki ang likelihood na hindi na pabubuksan pa ang bagahe. Note if you declare, CBSA still may ask to re-xray your baggage (by declaring, you actually allow CBSA the option to inspect your items) but they usually do not do this option if the declaration shows everything has been declared properly.
This is where I find the B4 is useful, as it is a supplement to your customs declaration form and shows details of what is included in your baggage. So when you declare, and CBSA asks you to follow the queue to the xray, showing the B4 form to the officer may avoid any more inspection of the contents of the baggage.
