Yes there is a committement to old applicants. It's before December 2017. It says so right on the website, the same place it tells you guys you'll be 12 months.A theory - so the government has committed to processing 80% of new applications within 12 months. Right or wrong, there is no commitment on processing times for old applications. If the visa offices process based on applications received first and need to clear the backlog before starting the new applications, they aren't going to meet their commitment for new applications. This would make them look like failures. So maybe (I reiterate that this is a theory and I don't necessarily think it's fair) there is pressure on caseworkers to get through the new applications to meet commitment.

And it says "We process applications in the order that we get them."
It also says for those who applied before Dec 2016 they are "committed" to processing before Dec 2017. And for those who applied after they "aim" to process within 12 months. Both say 80% of apps.
