I'm not sure I remember your situation correctly - are you a Canadian citizen applying from outside Canada? If so, have you have adequately expressed intent to return to Canada in your application? It shouldn't be a problem if you post the application - just make sure both your docs are complete and you post to the right address indicated in my earlier post. And please use courier so that you can track it and be assured that it is received. Yes the process is complicated and it takes months to read the guide and understand it; this forum is godsend.
