Temporary residence permit

Hello. I already know that I am inadmissible to enter Canada because I have a DUI and a simple possession of Marijuana. I know that i can still apply for a Temporary Residence Permit (TRP). I know that I still have to apply for a visitors visa as well. But i do not see anywhere where to apply for a TRP. Help.
