Notice how CIC says you need these TEF tests as proof of your language skills:
1. Compréhension de l’écrit
2. Compréhension de l’orale
3. Expression écrite
4. Expression orale

Both TEF and TEF Canada have all those sections, but TEF (tout court) also has an extra section that is called "Lexique et structure". I believe both of them should be valid for EE but I had the same question, asked my local Alliance Française (my local TEF centre), they said I should take TEF Canada, which I did, passed, and then submitted as part of my ITA documents.
