If you (the principal applicant) were previously sponsored by another person (regardless of the outcome of the sponsorship application) provide an explanation on a separate piece of paper, including the name and date of birth of your previous sponsor(s)

Does this question apply to only sponsorship applications made from Canada?
Or do they want to know applications made from other countries?

No the pa was denied a sponsorship to France a while back.
She was also denied a tourist visa to Canada to visit me on 3 occasions.
 
So if the PA was denied a sponsorship to France, that comes out in the question of "have you ever been denied a visa, etc." - you'll need to declare it there and explain, along with the 3x Canadian TRV denials.
