Yes exactly that is why this needs to be bought to the attention of Immigration minister...You can't introduce a policy and then apply it back dated. That is not fair at all.
They are doing this for 2 reasons:
1. Get more money (Fees)
2. To Reduce the workload from Employees because they don't have enough people to handle the files

That's what I think. God knows what they are planning.

i think they want to make more money because they refused it just for minor reason and they will not return application fee now they know that person will reapply with new insurance document then they charge again for application fee.

2nd thing everyone who applied super visa they can easily pay full insurance for 1 year if they have to pay. and they can easily send new document to immigration. this thing IRCC already know wel. so there is another reason for refusal that is ... get more money
Canada doesn’t make money on visa/permit applications. They usually cost more to process than people are charged.

No money is made on visa/permit applications. In most cases applications are subsidized by the Canadian taxpayer.

It has been 125 days in processing.
the current ongoing processing time is 134 days.
so i think we are going to wait for another week and then reapply.
dont know if we should withdraw and reapply or simply reapply.
Processing times are only estimates. Don’t count on these numbers.

please see details and
Please explain what reasons they mentioned for refusal in the simple word
- they mentioned two bullets,
1. will leave Canada by the end of the period authorized for their stay
- how to prove this, my mother don't have any property on her name
2.because of insurance plan
- can get full year insurance

applied: july 15,2022 with monthly plan of insurance
biometrics : used from previous application
upfront medical submitted
raised webform on Aug 05,2022 - WITH ONE YEAR INSURANCE PLAN- FULLY PAID
Medicals passed on Aug 09
Reusal letter on Aug 09 with below reasons

Thank you for your interest in coming to Canada. I have reviewed your temporary resident visa (visitor visa) application and supporting documentation to assess whether you meet the requirements for a visitor visa (https://www.canada.ca/en/immigration-refugees-citizenship/services/visit-canada/eligibility.html). This includes assessing whether you are coming to Canada temporarily for the reason(s) you describe in your application. I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) (https://laws-lois.justice.gc.ca/eng/acts/I-2.5/index.html) and Immigration and Refugee Protection Regulations (IRPR) (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/index.html). I am refusing your application.
• I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:
• Medical insurance has NOT been paid in full.
You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee.
Do you hav3 siblings in your home country. Your mother must be renting a property if she doesn’t own. Proof of a lease is an option. Is she required to return to her home country to receive her pension for example. Has she already spent time in Canada as a visitor and if so for how long and when?

Now the processing time is 124 days. So technically we have passed the processing time. Response from MP said they are reviewing the application to check if eligibility requirements are met.
we have not received GCMS notes.

should we wait or reapply?
And if we reapply which documents do we need to update?

I think do not withdraw the current application but just put in a fresh application.

FYI - the call centre is unfortunately pretty useless for all but the most basic questions. You may be wasting your time trying to reach them.
