I want to apply my dad to come to Canada with a super visa. However, can I have the intent once he is in Canada to sponsors him permanently with no issues? Like, the program is closed but once he's here I can apply for sponsorship correct without issues?

Thank you. They are also from Cuba and the country isn't doing so hot right now economically (food shortages, etc). Would this affect the super visa? I found no policies to suggest a Cuban National would be refused but given your expertise should we wait or give it a shot.
