I want to apply my dad to come to Canada with a super visa. However, can I have the intent once he is in Canada to sponsors him permanently with no issues? Like, the program is closed but once he's here I can apply for sponsorship correct without issues?

Thank you. They are also from Cuba and the country isn't doing so hot right now economically (food shortages, etc). Would this affect the super visa? I found no policies to suggest a Cuban National would be refused but given your expertise should we wait or give it a shot.

The supervisa may be refused out of concern he will claim asylum on arrival or not return home. You should certainly apply if you qualify. Realistically you should not count on being able to sponsor your parent. The program has been closed to new applications since 2020. There are hundreds of thousands of others who will apply if/when the program opens again so the chances of being able to sponsor, especially within 5 years, is extremely low. Parent sponsorship is not guaranteed and demand far exceeds the amount of spots available even when the program was open. Your parent should plan on returning home and hope you eventually get a chance to sponsor eventually.
