Study permit to open work permit

My friend is currently an international student in Canada. She got married to a Canadian citizen last year and they applied for a permanent resident application under the spousal sponsorship category.
can she also apply for open work permit? After the application has been submitted

If you have already applied for inland spousal sponsorship and didn't already submit an applicationfor an OWP, you can apply for the work permit online after you get the acknowledgement of receipt from IRCC.

Not sure if you have valid status but if you do not have valid status while applying, IRCC will process the work permit application once your permanent residence application has been approved in principle.
