You can pay fee within next 30 days after submitting your application. However, you must remember that according to the ministry, your application will not be processed until you pay the fee. Actually for fee payment, I'm not sure whether I have required points or not since I don't have experience in my branch of engineering, but my branch comes in Points 12 category so not sure on this .
