I had my personal belongings stolen while on vacation in a third country. I have been in contact with the local Canadian embassy here, explained my situation and requested for my options of returning to back into Canada - I am still in possession of my PR Card, just my passport and other things I had at the time were taken. The embassy initially told me they have contacted Ottawa to get direction as to which specific department would handle this matter and eventually they got back to me. In their email to me, they stated for me to apply for a PRTD ( permanent resident travel document ) , once that is issued they can then attach it to a 'single journey travel document ' to allow me to travel back into Canada. I then cross checked www.canada.ca and it specifically says that individuals with in possession of valid PR Cards cannot apply/ will not be issued a PRTD. I then highlighted this to the visa office in the country here and informed them once more that I do have my PR Card and I am only needing a single journey travel document /emergency travel document. They then responded with the following :
We cannot issue you a single journey travel document without a visa affixed to it. A single journey travel document is a blank piece of paper; it is not a travel document. You cannot use a blank single journey travel document for travel. You will be denied boarding. Refugees are not meant to leave Canada except on a refugee travel document. Refugee travel documents cannot be issued outside of Canada.
There seems to be a breakdown in communication or the specific officer behind this email is not knowledgeable of what they are talking about. From the email above and information on the Canada Immigration website, just my PR Card and single journey travel document should suffice for me to board a plane? Is anyone familiar and how best can I proceed? I have a police report/affidavit from the local police here for the robbery and the ID used was my PR Card. The PRTD application form asks for information about my PR Card, when and how it was stolen as well as passport and all pages copy which is what was stolen but in my case these specific application questions would not be relevant to me and Im almost my application for this PRTD would be deemed incomplete with this information missing.
