Alberta, for instance, demonstrated the economic need for immigrants and presented data to back their request; after months of lobbying, their PNP quota was raised by more than 1,500 spots mid-year—despite national-level cuts. Their leaders met directly with federal officials, coordinated with business groups, and leveraged the media to apply pressure until Ottawa relented.
