Spouse temporary resident visa in deadlock due to pending biometrics

Hi,
I am a permanent Resident of Canada. My spouse(resident of India) had applied for TRV before marriage in Sep 2020. We recently got married in Feb 2021. Her TRV is pending for biometrics. After covid restrictions, vfs is yet to start accepting biometrics for TRV. I had emailed to 'IRCC.COVID-TravelExemptions-Exemptionsdevoyage-COVID.IRCC@cic.gc.ca' requesting to process the visa, they advised to wait for vfs to open and submit biometrics before her application can be processed.

1. What are the options we have now? There is no ETA for vfs to open biometrics for TRV.
2. Shall i apply for dependent PR? (Although i wish to apply for inland PR)
3. Can she apply for eTA?
4. Is there any other nearby country she can travel for biometrics submission.

we want to reunite . Please please help me out here and advise any possible routes.

1. If she is from India, she is not eligible for an ETA. She can travel to another country for biometrics.
2. If her visa is refused then yes.
3. No eligible.

Since my wife had applied for TRV from India(online), Is she eligible to provide biometrics from another country like Nepal/Dubai?

Also, If anyone knows what is the waiting period for getting an appointment for biometrics submission in these countries?

She is elgible. You need to check VFS offices in those countries for booking times.

@naturalG just checked the exit from UK . I entered in UK on 01 August 2010 and exited on 21 August 2011. I applied SOWP from dubai on 10 September 2021 so its 10 years and 20 days. kindly advise. i only added Dubai PCC in SOWP application
