Spouse open work permit

Hi, I m currently working as post graduation workpermit till 2015. I want to bring my wife here.which visa I can apply for her as visitor visa or spouse openworkpermit? She has two rejection as student .i m working in NOC B .so can I do spouse open workpermit ? Which is the best way for her. What documents require for that.if some one know about this plz help me plz I need. Suggestion . I recently married so Is it ok to apply now?
