Me and wife are residing in Germany(Wife is an Indian citizen)-We submitted the spousal visa today. After how long would we able to apply for a tourist visa for her?

You can apply any time. You may have improved chances of success if you wait until you get the AOR (acknowledgement of receipt).
But far more likely to have an impact is profile, i.e. likelihood of leaving Canada (as with any other TRV application).
Not knowing your specific situation, one important factor may be your spouse's residency status in Germany.

I have a permanent full time contract and my wife is on a dependent visa working remote - she can only work within germany
In terms of these types of visitor visas, her being employed, with legal residency in the EU, etc., is going to be a positive. My opinion not a guaratnee and I don't know most of the details, but doesn't sound like a complicated visitor case.
Are you both getting the tourist visa for now just for a visit? Or will you be using it at some time to move before getting the PR? (Not a problem either way, IMHO).
Im a Canadian citizen. This is only for her. We are aiming to move only after her spousal PR is approved.
Then I presume you are planning to just visit Canada at some point before the PR is approved? Not that it's an issue. (If asked at border about the spousal app, just be clear it's only a visit)

My wife received Police Clearance certificate however in that document contains Daughter of instead of Wife of. However my wife name is updated in passport with below :
* Added my name as Husband,
* Also Added my first name as middle name (Previously it was father name).
So below are questions :
* Will this document allowed for Spousal PR application ?
* If yes do I need any additional document ?
* If no How do I reapply so that my wife will get "Wife of" in PCC ?
