what about your background check

They have not mentioned anything like background checks in notes. I have no idea about that.
Should I send them case specific inquiry or order new notes?

CIC requested new PCC and remedial, completed and sent both but they have not mentioned receiving those either.

Any suggestions?

Yes you need PR card to re-enter into Canada.
You can fly out and when your PR card comes in then soneone needs to bring the PR card to you. But obviously NOT Courier.

How much luggage is allowed when entering into Canada for the first time. is their any limit as i have heard when you are entering into canada for th first time on PR they allow you maximum weight limit for free.
Pls confirm

Don't know if laws have changed, we got landing paper attached to our passport from Islamabad, we used that paper to enter in Canada for the first time and it became invalid after that. I went back and moved to canada after a year but with the PR card, which was brought by my parents.

COPR can be used at land crossing only (by private car only, NOT using train or bus) from USA to Canada.
However, expect some time to be used by immigration to verify holder of COPR.

Birth certificate is not categorized as traveling/port of entry document.

You can bring in as much as you want (DUTY FREE) if you´re landing as a new immigrant. That´s your right as a new PR. But you must declare everything on your "goods" list at the time of arrival for landing.

Keep in mind that you can also send the rest of your belongings later, such as by ship at a cheaper pallet rate. But you must list those items on your "goods to follow" list also at the time of landing.

But airlines usually allow 2 pieces of 23-kg luggage for each passenger (or first-time immigrant). You should better check with the airlines how much they charge for excess (per kg) and if there is a maximum for excess baggage (for every passenger).
