I just spoke with a CIC agent (they asked me to call today regarding the PCC letters that were sent out last week). They told me the Sponsorship application and determination of eligibility can take up to 16 months. That is in fact stated on the Processing Times page as well.
Hi profiler,

Did you received an email too from cic? requesting a PCC for the second time (Which you already submitted before).

How did you respond to them?
I called, as well as a CSE. No answer on the CSE, and the call centre is still urging me not to do anything about the PCC yet, until we get an answer from the agents with respect to:
- Is it there with the package we sent?
- If not, where did it go?
- If it is, is it still valid, or do they infact need one.

Our problem here is that we submitted the original, no copy. So to get another would require trying to encourage the Russian consulate in Toronto to want to actually *do work* (usually, in Russia this requires a bribe) and to process a request for a new PCC. This can take 30 days if you were in the country. This means we might be short on time to meet the 60 day limit. The call centre seems to think that 60 days stopped ticking when we called and put in a CSE about it. I won't hold my breath. So, we are waiting now for the Consular office in Toronto to send it overseas to get re-generated and officially translated.

At that point, we will Xpresspost (with signature required) to Vegreville as requested, and I will submit a CSE with a pdf copy of the same to make sure they don't lose it again.

Oh, thank you for sharing your experience. I guess we are all on the same page. But for me i did not use CSE, I followed the instructions on the email on how to respond. I sent it through courier and good thing that i have a certified true copy of my PCC (Certified by our local MP staff) Sent them together with the explanation letter.

Sorry - what's OWP?

And yes inland since he's studying and living here!

EDIT: Just realized it's open work permit? If so - yes but STUDY PERMIT as he's studying here, not work permit. All that info has been submitted

You filed in-land, right? If so, did you also include the OWP?

Your timeline is normal so far. It is normal to not hear anything from CIC, which is why you see us continually speculating on everything. Regarding the study permit, if he is almost done his masters and wants to stay in Canada and work you have 2 options in front of you, either apply for a Post-Graduation Work Permit or apply for the OWP that everyone on this forum is always talking about (takes approx 4 months). Either permit will be an open permit so he can work anywhere but you'll have to choose one of them as the student visa expires after he graduates. PGWP is easier and quicker to apply for, you can do it online.

So far the fastest PR application we've seen from 2016 applicants is 4.4 months, but that is an outlier. The official number is still 26 months.

There is no defined timeline. That's why there are many on this forum trying to figure timelines out based on other's experiences. The PR application does not give him status here; but the study permit does. Since you applied inland, he is entitled to a OWP (if he is finished school, and his study permit is coming to an end, you could apply). The name of the game is: keep status while in Canada (Work, Study, etc) until they finish up.

According to the official processing times: 16 months for eligibility (including the Sponsorship Application), and 26 months total. That will vary greatly depending on his country of origin, completeness of the application, whether or not they need interviews, etc.

Well, you have to have a sense of humour about it all. Otherwise it will put you into the looney bin!

Sad part here is, I'm actually not joking about hating Tuesday's now. I think the CIC (IRCC) should take the little emphasised note they put on the Check Status page 'Updated Tuesdays'. For some people here, I bet they would tell you that it doesn't get updated at all.... So, I think we need a spreadsheet for this thread/topic, and we also need to include who checks every Tuesday ;)
