Spousal PR Visas for those outside North America after PPR

Has anyone had this experience ? Your wife/husband or any dependent who has been included in your PR application is outside North American and unable to submit their Passport after PPR.

Ottawa has clearly mentioned that we should inform them via E:mail about this situation. Anyone received any response so far as to how and what steps to be taken ? Does this delay your PR Visa stamping ? Let me know.
