Spousal Open Work Permit?

Hello.

I was wondering if my husband could apply for an open work permit while I am sponsoring him without an LMIA? I was reading about the international mobility program but I didn't understand it very well. My husband is not in Canada right now but we started a sponsorship and it's been 16 months (processing time is 24 months) and they emailed asking for a second medical and some other documents. My husband has not finished high school so he is limited as to what he can work, but he has experience in painting and construction. SO could he apply for a work permit without an LMIA because we are undergoing a spousal sponsorship right now?

1. As it appears that your spouse is outside Canada and you are sponsoring him, he would not be eligible for an OWP

Im working as a nursing aide here in Singapore with work permit pass.. My visa na po ako under LICP, Nag resigned na po ako last may 11, allowed po ba ako mag exit dito sa sg go straight to canada po? Nag pabook po kasi employer ko sa Canada from sg to Canada on june 13 po..
