We are permanent resident since July 2016, and would like to apply sponsorship forour dependent child, which was born outside Canada in Oct 2016. I would like to know if (1) if I apply sponsor for my child, is it necessary to have one of the parent and child staying at Canada at the time of application? (2) After submitting the application, is that possible for both of them leave Canada or the parent sponsoring have to stay there? (3)What happen if I did not stay 2 years within 5-year5-yearper

(1) Yes - one of the parents must be in Canada at the time the application is submitted and remain in Canada while the application is processed.
(2) No - not possible. If you do that, the application will be refused.
(3) Then you cannot sponsor your dependent child. If you try, CIC will refused the sponsorship application and move to revoke your PR status for failing to meet RO.
