made my first entry on August 2015 and stayed for around 15 days. Got my PR card on November 2015 with validity until Nov 2020. I was unmarried when I got that. Later, I got married in my home country and soon got a baby girl. I am yet to return Canada because of my wife's and father's sickness and other unavoidable circumstances. I could not sponsor my spouse and child since I came to know from CIC website that 'PRs can not sponsor from outside Canada'. I am planning to return on late February 2019. Please suggest me best ways. Thanks in advance.

It strikes me that your first problem is that you will lose your permanent residence status as you will not meet the requirements necessary to retain PR as specified here:

The first sentence summarises the requirements:

To maintain your status as a permanent resident, you must live in Canada for at least two years within a five-year period. During this time you must be here physically.

I believe your going to lose your pr status. You didn't meet the residency obligations. Same thing happened to my husband . He lost his. Dont worry about trying to sponsor, worry about keeping your status. From personal experience, when your pr expires next year, they will not renew it, and therefore you will not be able to sponsor

Yes the OP is at risk of being reported at the border when he tries to return. But there is a chance that he will run into a sympathetic CBSA officer who will take it easy on him and let him through without issue. If he is lucky like that, he will have to wait until February 2021 to sponsor his family (assuming he never leaves Canada during that time)

Short vacation, 2 weeks or so, would be acceptable. Yes, as a PR sponsor, you must be resident IN Canada during the sponsorship process. Don't attempt to sponsor until you have come back into compliance with the Residency Obligation requirements, or it will end badly.
