The maternity/parental leave income is counted toward your annual income for immigration sponsorship purpose. The employment insurance for job loss is NOT.

I just thought that applicants in 2015 were asked to provide NOA for 2011,12 and 13 because 2014 NOA was not available in Jan 2015.

Unfortunately if you fail to meet the financial requirements for any reason then the sponsorship application is usually rejected even in old cases of parent sponsorship. The current requirement is to meet the financial level for three years before you applied and continue to meet the LICO level until the application is approved and until your parents have landed as PR's.
I know it was 2011,2012 and 2013. But by above regulation 2012,2013,2014 should be valid. I mailed my 2014 NOA later after they charged me for 2015 application.

Yes but it reduced my income below cut-off.

In my opinion, your best bet would be to reapply next month for 2016 batch and withdraw your 2015 application. An email from you to CPC-M notifying them of your sponsorship withdrawal would be sufficient for you to file a new sponsorship package with all requirement being met this time.

regulation is valid if you could have provided 2014 NOA at time you submitted application. Because it is not possible that is why 2011,12,13 NOA is asked for.

This coming Jan 2016 they will ask for 2012,13,14 because no one will yet have 2015 NOA on Jan 4th 2016.

Hi I applied for my parents on 2015 but my application didn't make it to the 5000 cap :( My application reached on January 5th afternoon and I know people got accepted whose file was received in the morning. I used Canada post.

I want to apply this year again. Any suggestion which carrier I should use to send this time and when should be the optimum time to send the application? I live in Edmonton. This year they are accepting application starting from January 4th.

Any suggestion and help will be highly appreciated.

Personally I would go for Fedex 9AM service and make sure it will reach CPC-M by noon Jan 4 2016 (so you need to ship it on the last business day). They seemed to be diligent and accurate last year.

Canada Post is unreliable. Same as Purolator, which is another brand of Canada Post. UPS, DHL are other big courier names.

You should be okay. Officer will take subjective decision
Actually no one knows how it will be played as 2014 cases are to be started. I remember some one application 2014 get return due to low income despite he providing NOA
They could have return ur too but instead accepted it.
So just relax. NOA of 2015 will too be asked. We should expect such response late next year

Either your or both yours and your husband's join income should meet the MNI for PGP for 2012, 2013 and 2014. In your case, you're family of 4 (you+your husband+your mom+your dad). If you read the guide (which you should have done before), you will find the income level for 4 people:
2012: $54,685
2013: $56,280
2014: $57,125
If your family income is over this limit, you're good to go. Mind you, your husband will need to co-sign as a sponsor if you're using his income along with yours.

No, you can't. She is way over the age limit.


Note: Some forms need your parents' original signature. So, if they are not here with you, they will need to mail the signed form back to you. Since the holidays are progressing fast, you have to be quick in gathering docs if you haven't done so yet. The 5,000 cap may/will be filled out on the very first day (Jan 4, 2016). Therefore, you have to make sure that you application package reaches CPC-M on Jan 4, 2016 (preferably by noon).
