1) There's no guarantee your sister's visitor visa will be approved - especially if it's going to be difficult to show she has strong ties to her home country (e.g. job). Also note that a regular visitor visa won't allow her to stay in Canada for very long (compare to a super visa). Your parents will also have to show ties to their home country and prove they have no plans on remaining in Canada long term in order to be approved. Long story short, if you're looking to bring your parents and sister to Canada for a visit for a couple of months - this plan may work. If you're looking to bring them as visitors for more than a year - it most likely won't.

yes Scylla is bang on. Your sister's visitor visa will be difficult to obtain if she is dependent on your parents and your parents are in Canada for a long time via supervisa. It will be determined that her ties to Canada are too strong because the people she depends on are all in Canada.
