Sponsoring Mentally challenged sister - Any provincial programs?

Hi Experts/Seniors in the forum:

I have a mentally challenged sister 30+ yrs and figuring out a long term strategy to get my family united.

Are there any programs that will allow my sister to gain PR.

Any idea would be of great help and lots of BLESSINGS!

BTW, I am a Canadian PR.

You can apply for your parents sponsorship (if you qualify), and then have your sister included as their dependent (if she has been financially dependent on them her entire life due to her medical condition).

Thanks Rob. Since my sister is 30+ yrs old, would that be a problem even though we can prove she was financially dependent on my parents?

In cases of mental/physical disabilities, age doesn't matter.

In all cases, a child will continue to be considered a dependant, regardless of age, if they have depended on their parents for financial support because of a mental or physical condition.

Keep in mind that CIC could refuse her application if they feel she is going to be a burden on Canada's health care or social care systems. So you're in a tricky situation. On the one hand you have to prove her condition is serious enough that she is dependent on your parents - on the other you may have to prove she won't be a financial burden to Canada once she arrives.

In the scenario where CIC has to reject the dependent application, would they denied the entire application including my parents or would they selectively deny the dependent alone and approve the parent's application. Do we know?

Right... also in addition the parents would need to be healthy enough to get approved.

And the OP's income will need to meet parents LICO levels for 3 straight years, so would need to show Canadian incomes for 2011, 2012 and 2013 at required amounts if they expect to apply in January 2015.

All need to pass. Either all are approved, or none are.

Thanks Rob. A quick followup question:

(1) Does OP mean the sponsor which would be me (a PR)?
(2) I only landed last year (2013), so effectively in Canada for only 1 year. Is it sufficient if i show proof of income for the past 1 year?

Yes OP would be you and your spouse co-signer (if applicable).

You need 3 years Canadian income. 1 year is not sufficient.

If it's just you (no spouse or kids) sponsoring your 2 parents plus 1 sister that would be family size of 4, which needs income of around $55K for parent sponsorship. Higher if you have spouse/kids to add to family size.

If you can meet this LICO income for 2013, 2014 and 2015... then you can possibly apply for them starting in January 2017 at the earliest.

CIC does not accept foreign income for qualifications. Only accept option C and / NOA slips as proof of income. Basically Canadian income source.

No - income needs to be from Canadian sources. You need three years of Canadian tax returns with income from Canadian sources. You still have a while to wait unfortunately.

I think the only other way is to bring parents on supervisa and sister on visitor visa, if there is no other way.

(1) Any idea if there are issues with supervisa for parents and visitor visa for sister in my case?
(2) Also, how much approx does the private health insurance cost per year for each of my parents?
