Sponsoring baby brother

Would anyone know the answer to this?

My husband has a baby brother, 10 years old now, living in the Philippines. Their father is now deceased, and their mother is now older and having health issues. We are planning to sponsor him but have not yet started the process.

What would happen in the event their mother becomes too ill to care for the brother? Would we be able to somehow make a petition to expedite the process if we've already submitted the paperwork? What if we haven't started the paperwork yet?

FYI my husband has one older brother who technically look after the young one, but he has no job and hasn't been able to hold one down past about 4 months ever.

I'm pretty sure he would have to legally adopt his brother in order to sponsor him, which is definitely possible though challenging because his mother is still alive.

Not possible, as this would be viewed as an adoption of convenience. There is no program under which the OP or her husband can just sponsor the brother (whether the mother is alive or not). The only program under which he would be able to sponsor the brother is to sponsor his mother and add his brother as the mothers' dependant child.

Really guys?!?! I was under the impression that we can sponsor him as "other relative". Weren't you allowed to sponsor siblings before??

The other relative category only works if he was an orphan (both parents deceased) - or if you had no other family in Canada and your parents were no longer alive. He doesn't fit either category. The rules around sibling sponsorship have been the same for quite some time now.
