We applied on 17 oct 2022 for my uncle who is in pakistan. The sponsorship application has been approved in 21 February and the email indicated that file has been transfered to islamabad vfs. Then we got some questionaries on how they crossed the border, do they have visas etc... send back the reply and no update since then.

All the questions are related to Pakistan so it makes sense why you haven’t received the questionnaire. You will likely be flying on a regular commercial aircraft and not a charter for only Afghan refugees so processing will also be different because of that as well. More refugees from Afghanistan are scheduled to arrive during the next few months but there already isn’t enough resources to deal with current asylum seekers, Ukrainians on special WPs and Afghan refugees. There is already a shortage of healthcare workers especially GPs, there is a shortage of teachers and especially a shortage of teachers who can provide integration classes and English or French language learning, there a housing affordability issue throughout most of Canada and a limited supply of rental housing especially rental housing for larger families at an affordable rate, lack of spots for adults wanting to attend English or French classes and affordable daycare is tough to secure at least right away, etc. Most regions are trying avoid accepting new refugees until some have moved out of temporary housing, have become more self-sufficient, some have found employment, etc. because they can’t deal with the number of people needing help and the number of people who have been in temporary housing munch longer then expected. The holidays means people take vacations so more staff in holiday from settlement staff to healthcare staff. People should anticipate that system is very overwhelmed at the moment and hopefully contact friends and/or family in Canada for help when they arrive in Canada versus depending on settlement agencies. I would suggest travelling with a 3 month supply or any mediations you take because accessing healthcare may take quite a while just for the basics.
