SOWP delayed

Hi everyone

I’m in Canada on my LMIA close work permit
I have applied for my SOWP wife and 2 minor children visa on 1 st of January 2024 .
But it’s taking ages .
My question is can I meanwhile apply for TRV for my family .
Just want to mention I had applied their TRV in January 2023 when. I was in India but got refused due to insufficient funds and strong ties to Canada that was my younger brother who was on his work permit in Ontario.

Hope I didn’t complicate the story .
