Hi All,

Recently received my COPR, expiring soon. Had planned to move once I received the COPR. However due to unforeseen personal reasons, decided to do a soft landing now and move permanently later.

The recent COPR guidelines on the IRCC website (link) state that “coming temporarily is not an option right now”, probably meaning no soft landings. Does that mean that I can’t even come in and leave after my 14-day Quarantine period is over? Not sure how to interpret this.

Thanks for your time.

No, you have to be planning to "to settle and live in Canada as a permanent resident " as stated in the website you linked.

As explicitly stated in the website you linked:

These applicants can come to Canada and become a permanent resident now if they plan to stay and settle. If they’re planning on coming temporarily and leaving again, they can’t do that right now unless they’re exempt from the restrictions. They must show

  • proof of an acceptable plan to settle: documents to support their living situation in Canada (address, lease agreement, home ownership document), employment plans in Canada (location of work, letter from employer) or any other relevant information

If you can get a lease agreement or home ownership document and a job offer and location for your soft landing plans, maybe.

But if they ask you when you plan on leaving and you say "in three weeks" they'll turn you around. If you lie, not sure what will happen. But that would be misrepresentation.

Have to do everything by the book, so not intending go through the hassle or to misrepresent in any way. Hopefully travel restrictions will be eased soon. Thanks for the advice.
