some of them without job approval letter already got their application returned，but not all.

i sent email to sask dept & replied ::::::

i received this answer:.........The SINP returns incomplete applications that are submitted to our office. We do not return applications based off the date they were received and we are still accepting applications.....

Sorry guys, not an official statement, don't worry.
some of them without job approval letter already got their application returned，but not all.

I am confused now. This is for all the members....how many of you have applied with job approval letter ? I m sure none as being outside Canada , it is not possible to have a pre approved job letter for anybody. There is difference between offer letter and appoval letter.
If I trust David than all of us who have applied with just the offer letter should expect applications to be returned as incomplete.
I called up SINP off yday and asked about the processing time for an application, and she told me that it is taking more than 12Months and that too if application is complete, the job offer and approval letter is duly enclosed with it.
I request all the members to call SINP and cofirm at their own level. You can ask it as a general information and don't need to disclose your file no or identity.

Honesty_12: I applied to SINP Skilled Worker program only when my employer had the Job approval from SINP. Once he got the approval I attached the approval letter along with the offer letter and other forms and only then submitted my application.

By the way I am outside Canada at the moment. I hope this answers.

What David said is truth.
I heard some applicates after May 2012 have been returned due to without job approval letter. Seems it's safe if AR(application received) date is before May 2012 even though the file number is after May.

Below is the return letter.

Following a careful review of your application and supporting materials we are unable to consider you under the SINP Skilled Worker Professional Category. Assessments under this program are limited to those who have provided a complete application and met all the required qualifications. Please refer to the attached document for a list of missing documents.
We encourage you to reapply once you have gathered the necessary forms and documents. You can find more information for the SINP at wwwimmigration gov sk ca/.
