SINP - IELTS Expired

My friend submitted an application under the SINP employment offer. It was rejected six months ago because the employer was rejected. Accordlying, he was not able to get work permit nor come to Canada before the pandemic. Now he is planning to submit another application. His IELTS was done 28 months ago. His IELTS is expired. He is unable to re-do the IELTS due to COVID 19. Would he submit his new application for SINP employment offer with the expired IELTS?

Is it mandatory to submit a valid IELTS during the pandemic?

The candidate must have an eligible EE profile before submitting SINP application. Whereas, EE profile cannot be eligible without a valid IELTS score.
OID may be a different case.
