You would need to set up a new account on the OASIS system and state that you have an Express Entry profile and provide the number. You will then need to submit all of the documents and fill out all of the screens that you filled out for the OID. Unfortunately, you cannot 'copy and paste' from the other application.

I think yes but it will take time. Sinp could not offer the impossible condition of application for us.
