SINP - Do I need to have "Technician License" to work as a Software Engineer (QA)?

I have got bad CRS score even after scoring 8 band in IELTS. So I have been consulting with a Immigration consultancy company regarding this.

They told me SINP is not good option for me because I need to have "Technician License" to work there as Software Engineer (QA).

Is it true? It'll be shocking if it is

NOCs 2171 and 2174 are in Nova Scotia PNP demand list. Is anyone suitable for you between them?
If yes, then you can apply for NSNP Demand EE category B. Which is with Job offer category and these NOCs non regulated there.

Yes, NOC 2171 suites my profile/skill but I didn't get the part "Which is with Job offer category and these NOCs non regulated there". Does this mean I need to have valid job offer before applying for SINP ?

No need to. It is without job offer category and this NOC is non-regulated there.

NOCs 2173 and 2175 are in Sask demand list and they are regulated there. SINP EE is also a without Job offer category. You can apply for anyone of them parallel for SINP EE and obtaining License. But you have to provide license before Nomination. License process takes 4-6 months.
