PCC is not mandatory for SINP. However, SINP Without job offer is now closed. You need job offer to apply now. Hope it clears your confusion ...

There is no any news for my application, but I applied under FSW also and received PER

Nothing to worry because the trend is SINP ask for any missing or incomplete documents if it's not complete.
