should an application guide to be mailed?

Hi,all
i was checking an application status online ,and it says ....based on complete application package ...then explanation followed -complete application package consists of all forms and guides ....
i didn;t know the guide has to be mailed as well.... :

Your complete application is application forms, requested documents, info and the checklist. You definetely don't need to mail the guides.
