Increase IRCC annual target for Federal Self-Employed Persons Class

ISSUE:


Canada has long been a destination of choice for individuals seeking better opportunities, bringing diverse skills and innovation. One of the categories under which individuals can immigrate to Canada is the Federal Self-Employed Persons Class. However, despite the critical contributions these individuals make to the cultural, social, and economic fabric of the nation, the annual immigration target for this class remains critically low - below 300 persons per year from 2026, including dependents, according to IRCC processing time data. Existing backlog will require over 10 years to clear.

This Class takes around 0.2% of the total immigration allotments, and, currently, ALL self-employed individuals, 8600 persons, in this class face barriers in the process of moving to Canada due to limited quotas, which result in missed opportunities for both the immigrants and Canadian communities. 10 year wait is not acceptable both for the applicants and Canada.


REQUEST:

To address this shortfall, we request IRCC to increase the annual immigration target to 1000 for the Federal Self-Employed Persons Class for the next three years, 2026, 2027 and 2028.
