Hi,

My parent left Canada in 15 october 2009 for personal reasons with an expired PR card (expired in August 2009).
Now they applied and got a Travel Document allowing them to enter canada as permanet resident.
What should they expect from the immigration services at the airport?

1) should they go through the same interview they had at the embassy when they applied for the TRV document (to justify that they have respected the residency obligations)

2) how it works for the PR renewal: Do the immigration request for them the PR card (like new immigrant) or should they complete the renewal form themselve and send it to the immigration office for renewal: should they justify again that they have meet the residency obligations or it is not necessary since they have the travel document for permanent resident

3) Since they have spent almost 3 years outside canada in the last 5 years, can they still travel aboard for few weeks in the next 2 years?

4) what about their medical card in quebec? how along they need to wait to get it renewed, since it expired in 2010.

1) They already have the travel documents so there should be no interview at the airport.

2) They must complete the renewal form themselves and show that they meet the requirements. Having a travel document will help because they already proved it to the embassy.

3) No. The residency obligation is 2/5 years. If they have been outside for 3 years, they must stay in Canada for the next 2. With valid PR cards, they might get away with leaving, however, if something happens to the PR cards while they are outside, lost, stolen etc., they will not meet the requirements to get a travel document again.

4) They should register for health care like new residents and do their 3 month waiting period.
