Hi
I do not have a PR or CSQ and I am working under a closed work permit in Montreal.
If i apply for Masters/MBA in McGill/Concordia would I be treated as a Resident or as a International student.
It has been 2 years that I have been working under closed work permit.

I want to know because the tution for quebec residents are much lower as compared to that of international student.

Any insight on this would be highly appreciated.

The fact that you have been working in Quebec for 2 years does not exempt you from paying international fees. You will need to see if you meet any of the very restricted exemption categories.
