My wife has a 10 year US tourist visa that was approved in 2012. We would like to enter the US by land via personal vehicle. She did not receive her PR card yet. Will she be able to enter the US under her existing US tourist visa? Then return to canada with her philippine passport and COPR?

US border agency does not care about Canadian PR card. If she has a valid US VISA she will be allowed to enter US.
On return to Canada, Canadian border agency (CBSA) will need some sort of proof that she is a Canadian PR. Either PR card or Passport with CoPR will be sufficient for them to allow her to enter (though they may ask why no PR card).

just a follow-up Q...
How long the newly canadian pr can stay in the US?...in w/c she can use her passport+CoPR in order to go back to canada(by car).

A Canadian PR can stay in US as long as her US VISA allows her/him.
However, remember that she also needs to fulfill residency obligation of not to stay out of Canada for more than 1094 in last 1825 days from date of landing in Canada to keep PR status.

If she is a new PR and has not received her PR card yet, then yes she can use her Passport and CoPR to enter via a land border from US to Canada.

one question about this, Ihave asame situation, my wife is for a Country with visa expempition, but our corcern is, how she cand demostrate , passig walking the land , that she leaves US? we dont want to have a problem with US boder if she want to go there in the future
