Its not concidered social assistance and yes you can sponsor while in housing.

actually, housing allowance is social assistance. And the only way it would not disqualify the sponsor is if the sponsor was receiving it due to a disability.


5.1 Section 2 of the Immigration and Refugee Protection Regulations defines ‘social assistance' as “any benefit in the form of money, goods or services provided to or on behalf of a person by a province under a program of social assistance, including a program of social assistance designated by a province to provide for basic requirements including food, shelter, clothing, fuel, utilities, household supplies, personal requirements and health care not provided by public health care, including dental care and eye care”.

*Disability - A person in receipt of benefits by reason of a provincially recognized disability is not considered to be receiving social assistance for the purposes of paragraph 133(1)(k) of the Immigration and Refugee Protection Regulations.

Additionally, the below information is just an example from BC, but each province will be similar and lists the below as requirements before housing rent supplement is given (thus, for immigration purposes any money received from a province program, or organization is social assistance unless same is given due to disability recognized and approved by the province):

Applicants must permanently reside in British Columbia when applying, and each member of the household must be one of the following:

Canadian citizens not under sponsorship
Individuals lawfully admitted into Canada for permanent residence and not under sponsorship
Refugees sponsored by the Government of Canada
Individuals who have applied for refugee status
Individuals for whom private sponsorship has broken down
